Maksuttomuus

Maksuttomuus is a term used to describe the policy or practice of providing goods or services without charges at the point of use. It refers to the absence of user fees for a service, with funding typically drawn from public funds, subsidies, or charitable support. In welfare state policy, maksuttomuus is used to promote equal access to essential services by removing financial barriers for all or certain groups.

In Finland, maksuttomuus is most visible in education and public cultural services. The basic education system (perusopetus) is free of charge for all pupils, and public libraries provide free access to books, digital resources and many cultural services. Some health and social services may be free or subject to waivers for particular groups (such as children, students, or low-income households), though many elements of the system involve fees or partial reimbursements. The exact scope and conditions are defined by national legislation and local authorities and can vary over time and between municipalities.
