Maaseutuohjelma

Maaseutuohjelma is Finland’s Rural Development Programme, a multi-annual national plan that channels European Union and national funds into rural areas and agriculture. It forms part of the European Union’s Common Agricultural Policy (CAP) framework for rural development. The programme defines strategic objectives, priority areas and funding measures intended to strengthen the competitiveness of farms and rural businesses, support environmental stewardship and climate action, and promote vitality in rural communities.

Implementation is guided by the Finnish government in cooperation with regional authorities, municipalities, rural organisations and stakeholders. Funding is allocated in line with EU rules and delivered through grants, subsidies and investment support for farms, processing and marketing ventures, advisory and knowledge-transfer services, and projects aimed at rural diversification. The programme also encourages collaboration, networks and skills development to improve capabilities within rural areas.

Periods for maaseutuohjelma follow the CAP cycles; Finland has implemented successive programmes such as 2014–2020 and 2021–2027, with ongoing monitoring and reporting. The outcomes targeted include increased productivity and sustainability of farm and non-farm enterprises, enhanced environmental performance and biodiversity, improved rural services and infrastructure, and strengthened local governance and community participation.
