This regulation is part of Germany's broader minimum wage law. The MBRsektoren are defined as industries or specific occupational groups that were initially subject to certain conditions or exemptions related to the introduction and adjustment of the statutory minimum wage.

The purpose of identifying MBRsektoren was to allow for a gradual implementation of the minimum wage in sectors that were perceived to be particularly sensitive to wage increases. This could include industries with a high proportion of low-wage workers, seasonal businesses, or those facing strong international competition. The regulation aimed to prevent sudden economic shocks while still ensuring that workers in these areas would eventually benefit from the minimum wage.
