Luftfartstilsyn

Luftfartstilsyn, or the Norwegian Civil Aviation Authority, is a government agency under the Norwegian Ministry of Transport and Communications responsible for civil aviation safety and regulatory oversight in Norway. The agency develops, implements, and enforces aviation laws and regulations to promote safe and efficient air transport.

Its responsibilities include licensing and certification of pilots, air operators, aircraft maintenance organisations and other aviation personnel; certifying airworthiness of aircraft and approving maintenance programs; granting and renewing certificates and permissions required to operate, maintain, or service civil aviation activities.

It conducts inspections, audits, and surveillance of airlines, maintenance organisations, training providers, and airports to ensure compliance with national legislation and international safety standards (such as those set by EASA and ICAO). It can suspend, revoke, or amend certificates and impose penalties for violations.

The agency operates within Norway's participation in the European Economic Area, implementing EU/European aviation safety rules in addition to national regulation. It works with EASA and other international authorities to harmonize safety requirements.

In the event of accidents or incidents, Luftfartstilsyn cooperates with the Accident Investigation Board Norway and uses findings to improve safety regulations and guidance. The agency also maintains public registers of certified operators, aircraft, and approved organisations.
