It relies on interoperable information systems, standardized procedures, and participation in quality assurance programs such as proficiency testing and accreditation schemes (for example ISO 15189 for clinical labs or ISO 17025 for testing laboratories). Data sharing is enabled by common data standards and secure governance to protect sensitive information.

Networks can be national, regional, or international and may focus on particular disciplines (clinical diagnostics, environmental testing, biomedical research) or on cross-cutting objectives like rapid response to public health events.

Governance typically involves coordinating bodies, funding by government or consortia, and formal agreements on access, intellectual property, and responsibility for results. Activities include inter-laboratory comparisons, joint procurement, collaborative research projects, training programs, and coordinated sample and data exchange.
