Kooskõlastust

Kooskõlastust is a formal approval or endorsement given by one or more authorities for a proposal, plan or action proposed by another party. It is a legal-administrative instrument used to ensure that a decision or project complies with applicable laws, policies and strategic objectives, and that it does not conflict with other public interests. The term comes from kooskõlastama, meaning to obtain joint approval or alignment.

Legal framework and scope: In Estonian public administration, many processes require kooskõlastus from competent authorities such as ministries, regional authorities, municipal councils, or environmental and planning bodies. It can relate to zoning plans, construction projects, environmental impact assessments, budget decisions, or procurement actions. The result is typically a written opinion, a conditional approval, or a formal consent.

Process and outcomes: The applicant prepares the proposal and submits it to the responsible authority, which issues the kooskõlastus within a defined timeframe. If granted, the project may proceed; if refused, the proposer must revise or adjust the plan.
