The leader of the largest party is typically tasked by the President of Finland with initiating these talks. The aim is to identify a coalition of parties willing to work together to govern the country. These negotiations involve extensive discussions and compromises on policy issues, ministerial appointments, and the distribution of power within the government.

Key policy areas often debated include economic policy, social welfare, environmental regulations, and foreign policy.
