Kansalaistaitoosaaminen, often translated as “citizenship competency” or “citizenship proficiency,” refers to the knowledge, values, and skills that enable individuals to participate actively and responsibly in democratic society. The concept encompasses a range of competencies, including an understanding of political systems, the ability to evaluate information critically, respect for diversity, and the capacity to engage in civic actions such as voting, volunteering, or public debate.

In Finland, kansalaistaitoosaaminen is a key component of the national curriculum and appears in educational policy documents. The framework is guided by the OECD’s Citizenship and Democratic Learning and the Finnish Ministry of Education’s competency-based educational model. Assessments of classroom learning are supplemented by national tests, like the Opintotestit and the National Student Performance Reports (Ensisijaiset Oppimistavoitteet), which contain items on political awareness, civic engagement, and ethical reasoning.
