JARUS

JARUS stands for Joint Authorities for Rulemaking on Unmanned Systems. It is an international collaboration of national aviation authorities and other stakeholders formed to develop harmonized guidance for the safe operation and regulation of unmanned aircraft systems, or UAS.

Its main function is to produce guidelines, risk assessment frameworks, and best practices that help regulators draft consistent national rules. Core areas include registration and identification, remote identification, operational risk assessment, and certification of UAS and related services. JARUS conducts working group work and plenary meetings that bring together regulators, industry representatives, and other observers. Its guidelines are designed to be technology-neutral and adaptable to different jurisdictions to support cross-border operations.

Since its inception in the mid-2010s, JARUS has influenced national and regional drone regulations and has served as a reference for regulators and standardization bodies. It collaborates with international organizations such as ICAO and engages with manufacturers, air navigation service providers, and other stakeholders to align safety objectives with innovation. Leadership is provided by rotating chairs drawn from member authorities; participation is open to regulatory agencies and associated organizations.
