Incontainment

Incontainment is a term that emerged from theoretical discussions within economics and game theory, particularly in relation to market design and regulatory strategies. It describes a situation where a system, such as a market or a regulatory framework, is designed to limit the scope or impact of certain externalities or undesirable outcomes. Rather than attempting to eliminate these issues entirely, incontainment seeks to confine them within predefined boundaries. This approach acknowledges that complete eradication might be infeasible or excessively costly, and instead focuses on managing and mitigating the negative effects.

The concept of incontainment often involves creating mechanisms that internalize costs or risks associated with specific activities. For example, in environmental economics, a cap-and-trade system can be seen as a form of incontainment, where emissions are limited to a certain cap, and polluters must trade permits within that system, thus containing the overall level of pollution. Similarly, in financial regulation, certain instruments or markets might be designed with specific rules to prevent systemic risks from spreading uncontrollably throughout the broader financial system.

The effectiveness of incontainment strategies depends heavily on the precise design of the system and the accurate identification of the boundaries within which the undesirable element is to be contained. If the boundaries are too porous, the problem may still spill over. If they are too rigid, the system might become inefficient or stifle innovation. The theoretical advantage of incontainment lies in its potential to offer a pragmatic balance between addressing harmful effects and maintaining economic or functional efficiency.
