Ilmavalvontakeskus

Ilmavalvontakeskus (IVC) is the Finnish air traffic control center responsible for managing civil air traffic in Finland. It is operated by Finavia, the Finnish national provider of air navigation services, and functions under the oversight of the Finnish Transport and Communications Agency (Traficom). The center administers the Finnish Flight Information Region (FIR) and provides en-route control, approach and departure control, as well as advisory services to pilots within its airspace. It coordinates with neighboring ATS units and with European air traffic management organizations to ensure safe and efficient use of airspace.

The Ilmavalvontakeskus employs a range of surveillance and communication technologies, including radar, ADS-B, multilateration, and data link systems, to deliver trajectory management, conflict detection and resolution, weather information, and aeronautical data services. It integrates with the European ATM network through EUROCONTROL and participates in cross-border coordination initiatives and airspace modernization programs.

In operation, the IVC is responsible for maintaining safe aircraft separation, managing traffic flows, and supporting air traffic control services for both domestic and international flights. It also plays a central role in safety and crisis response, including coordination of search and rescue when needed, and implements national and European aviation safety and efficiency standards.
