ITUTTIA stands for International Treaty for Universal Telecommunications and Technology Information Alliance. It is described as a supranational treaty and intergovernmental organization intended to coordinate universal access to telecommunications and information technology, foster interoperable standards, and support digital inclusion worldwide.

Historically, ITUTTIA is said to have been established by the ITUTTIA Charter in 2005, signed by 34 member states and several regional blocs. Its general aims are to reduce the digital divide, promote open standards, and harmonize spectrum management for wireless services.

The organization’s structure comprises a General Assembly, a Council, a Secretariat, and multiple Technical Committees. The General Assembly includes all member states; the Council provides policy direction; the Secretariat handles day-to-day operations. Technical Committees develop standards and guidelines in areas such as network interoperability, cybersecurity, privacy, and spectrum efficiency.

ITUTTIA activities include developing standards, recommendations, and best practices; coordinating spectrum use; running capacity-building programs; and administering research funding through grant calls and joint research initiatives. It publishes manuals, technical reports, and a Standards Catalogue.

Membership is open to sovereign states and certain regional organizations, with decisions typically by weighted majority and, for major amendments, a two-thirds threshold. Financing comes from assessed contributions, voluntary donations, and co-sponsored programs.
