The ITU-T FCAPS Modell refers to the ITU-T framework for classifying network management functions into five areas: Fault, Configuration, Accounting, Performance, and Security. It is the ITU-T adaptation of the widely used FCAPS concept, itself originating from ISO/OSI network management work, and is employed to structure management activities in telecommunications and enterprise networks.

Fault management covers detection, notification, diagnosis, and correction of faults affecting network elements and services. Configuration management focuses on maintaining accurate device and network configurations, inventory data, and change control procedures. Accounting management involves collecting usage data for billing and chargeable services, as well as maintaining related records. Performance management deals with monitoring, measuring, analyzing, and reporting on network performance to support optimization and service quality. Security management encompasses protecting network resources, enforcing access controls, auditing activities, and handling security policies and incidents.

The model serves as a conceptual blueprint for organizing management capabilities across diverse equipment and systems, facilitating interoperability and clear division of responsibilities within management architectures such as element management systems and network management systems. It aids in planning, deployment, operation, and governance of networks by providing a common vocabulary and structure for management tasks.

While FCAPS offers a high-level classification, it does not prescribe specific data models or protocols. It is typically used in conjunction with ITU-T and ISO standards and is often extended or complemented by service management and orchestration approaches, particularly in modern, software-defined, or cloud-based networks.
