IOSSmomsregler are the rules governing the Import One-Stop Shop (IOSS) within the European Union VAT framework. The IOSS was introduced to simplify VAT collection for small goods imported into the EU and sold to private consumers. The system aims to ensure VAT is paid at the point of sale rather than at the moment of import.

Scope and purpose: IOSS applies to distance sales of goods imported into the EU with a value not exceeding 150 euros, intended for private consumers (B2C). It covers goods shipped from outside the EU and intended for final consumers in the EU. Goods with a value above 150 euros continue to go through normal import VAT procedures. IOSS is not used for business-to-business transactions or for goods subject to other special regimes.

How it works: Sellers outside or inside the EU can use IOSS by registering in a member state or through an EU-based intermediary. The seller collects VAT at the time of sale, declares it monthly through an IOSS portal, and pays the collected VAT to the relevant tax authorities. The IOSS number is shown on shipments to help customs verify VAT payment. Marketplaces may act as IOSS facilitators for multiple sellers.

Obligations and compliance: Registrants must maintain records of IOSS transactions and issue VAT-compliant invoices. The IOSS return and payment are due monthly according to the rules of the registering member state. Non-compliance can lead to penalties, suspension of IOSS privileges, or removal from the regime.

Impact: IOSSmomsregler aim to reduce administrative burden for cross-border e-commerce and improve VAT collection on low-value imports, while ensuring destination-country VAT rates are applied consistently.
