Hokimiyatini

Hokimiyatini refers to the local executive authority that governs a region, district, or city in Uzbekistan. The term hokimiyat denotes the system and institution responsible for implementing state policy at the local level. Etymologically, it is built from the word hokim (ruler or administrator) with Turkic and Persian-Arabic roots, and the suffixes that form the possessive or organizational sense. The form hokimiyatini specifically means “the hokimiyat’s” or “of the hokimiyat.”

Structure and leadership often center on the hokim, who heads the local executive branch. Hokims are appointed by the President of Uzbekistan and supervise a network of local offices and departments responsible for public administration, social services, economy, housing and utilities, transportation, and urban planning. The local representative body, known as the kengash, provides oversight, approves budgets, and endorses development plans in conjunction with the hokimiyat.

Functions and responsibilities of hokimiyatini include the implementation of national policy at the local level, management of public services (education, healthcare, social protection), economic development and investment support, land use and housing management, and coordination with national authorities on security and emergency response. The hokimiyat also collaborates with law enforcement and civil society to address local challenges and improve living standards.

Historical context and significance: the concept has roots in traditional governance and evolved through the Soviet era into the contemporary Uzbek state structure.
