Hochschulpakt

The Hochschulpakt was a Memorandum of Agreement between the government of the German federal state of North Rhine-Westphalia (NRW) and select universities within the state. Originally signed in 2006, the pact's main objectives included reducing class sizes to 19 students or fewer per teaching staff member in certain subjects, enhancing staff resources, and implementing reforms in the curriculum.

The Memorandum emphasized the importance of smaller class sizes to improve the learning environment and student outcomes. The goal was to ensure that all students had equal access to a high-quality education, regardless of their socioeconomic background. To achieve this, NRW committed to increasing funding for participating universities, which in turn allowed them to invest in modern infrastructure, faculty development, and innovative teaching methods.
