Hauptordnung

Hauptordnung, literally “main regulation,” is a term used in German-speaking legal and organizational contexts to denote the principal normative framework that governs a particular domain, body, or system. It designates the central set of rules that outlines structures, competences, and core procedures upon which subordinate regulations are built. The concept is descriptive rather than a standardized legal label, and its exact content varies by context.

In practice, a Hauptordnung is typically subordinate to higher-order law such as a constitution, federal or state statutes, or the organization’s own statutes (Satzung). Amendments or revisions usually require approval by the competent higher authority, assembly, or board according to the applicable hierarchy.

Common contexts include municipal administration, where a city’s Hauptordnung may define basic regulatory principles for planning, public order, and administration; or organizational settings, such as associations or institutions, where the Hauptordnung fixes fundamental governance, membership, and oversight rules.
