The aim is to ensure that public purchases are conducted with transparency, competition, equal treatment, and proportionality, while safeguarding the efficient use of public resources.

The rules cover the entire procurement process from planning and market analysis to tendering, award, and contract management. Public buyers must prepare clear procurement documents, publish invitations to tender (typically in the national notification system, such as HILMA), and define objective selection and award criteria. The regime distinguishes between procedures at or above EU thresholds and those below, with the former generally requiring broader competition and cross-border participation, in line with EU requirements. Contract performance, modifications, and possible subcontracting are also governed to maintain accountability and value for money.

Exemptions and simplifications exist for certain procurements, including small-value purchases and specific sectors or tasks, but the overarching principles of transparency, non-discrimination, and proportionality apply broadly. Remedies for perceived violations include administrative reviews and challenges in the national courts or equivalent bodies, ensuring bidders and contracting authorities can seek redress. Enforcement and supervision are carried out by relevant national authorities in conjunction with EU procurement rules.
