Grundlagsändringar

Grundlagsändringar, or constitutional amendments, refer to the process of altering the fundamental laws and principles that govern a country. In Sweden, the process of amending the constitution is outlined in the Instrument of Government, which is one of the four fundamental laws that make up the Swedish constitution. The Instrument of Government, also known as the 1974 Constitution, establishes the form of government, the separation of powers, and the rights and freedoms of citizens.

To initiate a grundlagsändring, a proposal must be presented to the Swedish Parliament (Riksdag). The proposal can come from the government, a member of parliament, or a committee. Once the proposal is presented, it is debated and voted on by the Riksdag. For a constitutional amendment to be approved, it must receive a supermajority vote, which is defined as two-thirds of the members of parliament present and voting.

After the Riksdag approves the amendment, it is sent to the government for further review and preparation. The government then presents the amendment to the Riksdag for a second vote. If the amendment receives the required supermajority vote again, it is sent to the Speaker of the Riksdag, who signs the amendment and officially promulgates it. The amendment then becomes part of the Swedish constitution.
