Förderregeln

Förderregel is a term used in German-speaking policy discourse to designate a rule or guideline for granting public subsidies or funding (Fördermittel). A Förderregel specifies the conditions under which funding may be awarded, who is eligible, and how much may be granted. The underlying aim is to allocate limited public resources efficiently, transparently, and in accordance with legal and policy objectives, while safeguarding against misuse and distortion of competition.

Typical components include the project objective alignment, eligibility criteria (such as beneficiary type, sector, location), funding intensity or grant rate, minimum co-financing by the applicant, and any caps on total funding. The rule also describes the application and approval process, reporting and evaluation requirements, and provisions for repayment, clawback, or sunset clauses if objectives are not met or funding priority changes.

Applications are widespread, spanning research and development, education and training, regional development, culture, energy and environmental projects, and support for small and medium-sized enterprises. In Germany and the EU, Förderregeln must comply with budgetary law and state aid rules; respect for de minimis thresholds, notification requirements, and competition rules is common, and funding often carries conditions intended to measurable public-benefit outcomes.

Debates around Förderregeln focus on balance between strategic aims and administrative burden, risk of uneven distribution, and the need for performance-based funding that reduces deadweight effects. Proponents argue that clear rules increase accountability and effectiveness of public subsidies.
