Key drivers include leadership turnover within the faction, ideological splits or shifts, disciplinary enforcement, defections or expulsions, and external constraints such as coalition agreements and election cycles. Indicators of fraktionsrisk include measures of voting cohesion (how often members vote along party lines), defection or dissent rates, the frequency of internal leadership changes, and the speed with which a faction can adapt to new policy positions.

Measurement often relies on parliamentary roll-call data, party manifestos, public statements, and media reporting to assess cohesion and discipline. Quantitative indicators may cover roll-call alignment, amendment success rates, or time-to-consensus for policy positions, while qualitative analyses may examine the causes of splits and the strategic behavior of faction leaders.
