It refers to the inherent trade-off in simultaneously localizing a signal in both its time domain and its frequency domain.

The Fourier transform of a signal allows us to analyze its frequency content. A signal that is highly localized in time, meaning it exists for a very short duration, will have a broad distribution of frequencies in its Fourier transform. Conversely, a signal that is concentrated in frequency, meaning it consists of a narrow band of frequencies, will be spread out in time, existing for a longer duration. This fundamental limitation is often quantified by the Heisenberg uncertainty principle, which states that the product of the uncertainties in position and momentum cannot be smaller than a certain constant. In the context of Fourier analysis, "position" can be thought of as time or space, and "momentum" can be thought of as frequency.
