Forsvarssjefen

Forsvarssjefen, or Chief of Defence, is the highest-ranking professional officer in the Norwegian Armed Forces (Forsvaret). As the principal military adviser to the Government, the Forsvarssjefen heads the Defence Staff (Forsvarsstaben) and is responsible for the overall readiness, development, and direction of Norway's military forces in peacetime and during operations.

Key duties include formulating military strategy and contingency planning; directing joint and service-wide operations; overseeing training, personnel management, logistics, and procurement in line with approved budgets; ensuring interoperability with allied forces and contributing to international missions; and advising on defense policy and risk assessment. The office operates within a civilian-military framework, with the Minister of Defence and the government setting policy.

Appointment and structure: The Forsvarssjefen is appointed by the King in Council on the government's nomination and serves under civilian leadership. The Defence Staff coordinates the armed forces’ activities across branches, and the Forsvarssjefen oversees the service chiefs of the Army, Navy, Air Force, and Home Guard, while coordinating with civilian defence authorities to implement policy.

History: The post developed during the formation of a unified Norwegian defense structure in the early 20th century. Since then, the Forsvarssjefen has evolved to emphasize joint command, interoperability, and international cooperation within alliances such as NATO.
