The term helps distinguish emissions generated by activities contained within the boundary from emissions attributed to those activities that occur outside the boundary, which are often addressed in consumption-based or life-cycle analyses.

Defining an emissionswithin boundary is essential for measurement, reporting, and decision making. Within-boundary emissions typically include the direct releases from owned or controlled sources and energy-related emissions that occur within the perimeter. Whether related upstream or downstream activities are included depends on the scope of the boundary and the reporting framework used; some definitions include certain Scope 3 activities, others do not.
