Elbrusthe

Elbrusthe is a coastal city-state and constitutional republic located on the eastern shore of the Selenic Sea, in the fictional continent of Valoria. Covering roughly 120 square kilometers, it has a population of about 320,000. The city functions as the economic and cultural capital of the Elbrusthean nation, with a deep port and diversified services sector.

The name Elbrusthe derives from historical terms used by early merchants and seafarers; local language influences include Elbrusthean and neighboring dialects. The landscape comprises a natural harbor, a surrounding medieval hilltop old town, and a modern metropolitan district linked by a ring road and a high-speed tram network.

Elbrusthe emerged as a trading outpost in the medieval era. It gained de facto independence after a 15th-century trade treaty and formal republican status in 1610. Through the 19th and 20th centuries it expanded as a logistics hub, joined regional federation, and, after a peaceful secession in 1996, reestablished full sovereignty as a city-state.

Elbrusthe operates as a constitutional republic with a unicameral legislature of 62 members. The president serves as head of state, while a prime minister acts as head of government and cabinet. Elections are held every four years, and the constitution provides civil liberties and separation of powers.

The economy is diversified, with shipping, finance, light manufacturing, and knowledge-based services. The Elbrusthean franc (EBF) is the currency. The city hosts cultural institutions such as the Valoria Opera, the North Gate Museum, and annual Oceanic and Trade Festivals. Education is provided by the North Gate University and the Elbrusthe Institute of Advanced Studies.
