The city sits at a crescent harbor lined by low hills and a widening river delta. The climate is temperate, with mild winters and frequent sea fog. The population is depicted as about 300,000 residents, multilingual in Elavnic, the local tongue, and a standardized trade language used by merchants.

In the lore, Elavneda emerged in the 9th century through the voluntary union of several coastal communes. The modern state operates as a constitutional city-state headed by a mayor and a bicameral council, elected for four-year terms, with a ceremonial Grand Speaker serving as a symbolic figurehead.

The economy centers on maritime trade, shipbuilding, textiles, and knowledge services, with a busy harbor and specialized markets. The city hosts a university district and research institutes, contributing to a vibrant cultural scene.
