Elaran

Elaran is a fictional city-state in the fantasy setting known as Aeloria. It sits on the western coast of Lysara, at the mouth of the Iverna River, and functions as a major maritime and commercial hub.

Historically, Elaran grew from a cluster of port settlements founded by merchant clans in the early Middle Ages. Through treaties with coastal powers and the strength of its fleets, it established itself as an autonomous city-state with a tradition of pragmatic governance and free trade. In the modern era, Elaran expanded its infrastructure, including harbor works and water management programs, while remaining outside larger territorial empires.

The government is a Council of Twelve, representing guilds, neighborhoods, and merchant houses. The council elects a chief magistrate who serves as executive head. The economy is anchored in shipping, shipbuilding, textiles, glassware, and a central market district; trade routes connect to inland cities and overseas ports. The harbor handles diverse traffic.

Culturally, Elaran emphasizes commerce, craftsmanship, and literacy, with a tradition of maritime law and record keeping. Notable sites include the Azure Gate, a ceremonial arch at the harbor entrance; the Elaran Archive, which holds shipping ledgers and legal records; and the Windward District, known for pale limestone architecture and wind towers. Major events include the annual Harbor Fair and the Maritime Festival.
