EUtullitariffiin

EUtullitariffiin is the Finnish term for the European Union's common external tariff, the tariff schedule applied to goods imported from outside the EU. It is a cornerstone of the EU Customs Union and helps harmonize border duties across member states. Goods entering from within the EU's internal market are generally not subject to CET.

The tariff structure is organized by the Combined Nomenclature (CN), aligned with the Harmonized System (HS). The basic customs duty rate varies by product and origin, and can be zero for some categories. In addition, tariff quotas, preferential rates under trade agreements, and anti-dumping or safeguard measures may apply. The TARIC, the Integrated Tariff of the European Union, provides the current duties, quotas, and special rules for any given product and country of origin.

Administration and practice: The CET is negotiated at the EU level and implemented by the European Commission in coordination with member states. Importers or customs brokers use the TARIC database and the CN code to determine the applicable duties at the point of entry. It is important to distinguish CET from value-added tax (VAT) and excise duties, which are separate charges assessed on import.

Impact and scope: The CET shapes prices, supply chains, and market access for goods entering the EU. Businesses should verify the HS/CN classification, origin rules, and potential exemptions to ensure compliance and cost accuracy. Updates to tariffs can occur in response to trade negotiations, antidumping actions, or new policy measures.
