EASAregulativer

EASAregulativer is a term sometimes used to describe the set of aviation safety and operations regulations administered by the European Union Aviation Safety Agency (EASA). It encompasses the binding rules that govern civil aviation across EU member states, including airworthiness certification, type certification of aircraft and systems, design approvals, operation requirements, aircrew licensing, maintenance rules, environmental and noise standards, and the regulation of unmanned aircraft systems.

The framework is derived primarily from the Basic Regulation and subsequent regulatory acts published by the European Commission following EASA's rulemaking. EASA prepares rule proposals, conducts stakeholder consultation, and adopts opinions which are then translated into Union law by the European Commission as EU regulations or decisions. These are directly applicable in member states and are complemented by delegated and implementing acts specifying technical details.

Enforcement and oversight occur through national competent authorities (NCAs) in each member state, which implement the rules and supervise compliance in cooperation with EASA. EASA monitors safety outcomes, conducts audits, and can take corrective actions or impose sanctions. The framework also ensures harmonization and mutual recognition, facilitating the single European aviation market and aligning with international standards set by ICAO.

History and scope: EASA was established in the early 2000s; the current regulatory framework was significantly revised by Regulation (EU) 2018/1139, which reorganized EASA's mandate and rulemaking processes. The EASAregulativer thus represents both the core statutory rules and the ongoing process of updates to adapt to new aviation technologies, such as drones and urban air mobility.
