The aim is to increase competition, improve efficiency, and stimulate innovation by reducing barriers to entry and price controls. Deregulation is often discussed alongside liberalization or privatization, though it specifically targets regulatory constraints rather than ownership or market structure.

Common tools include eliminating or lowering licensing requirements, reducing or eliminating price controls, lifting entry barriers, and reducing sector-specific constraints on competition. Deregulation is frequently complemented by other reforms, such as strengthening competition authorities, introducing market-based pricing, or relying on private sector standards for safety and reliability.

Historical examples: In the United States, the Airline Deregulation Act of 1978 removed federal control of routes, fares, and market entry, boosting competition but reshaping the industry. In the 1980s and 1990s, many financial regulations were relaxed, culminating in acts like Gramm-Leach-Bliley in 1999 that ended the Glass-Steagall separation. The European Union pursued energy, telecommunications, and transport liberalization in the 1990s and 2000s.
