DTKS

Data Terpadu Kesejahteraan Sosial (DTKS) is the integrated social welfare data system in Indonesia, maintained by the Ministry of Social Affairs (Kementerian Sosial). It consolidates information on households and individuals to support the targeting, delivery, and evaluation of social protection programs. The dataset is used to identify beneficiaries for programs such as the Family Hope Program (PKH), Bantuan Pangan Non-Tunai (BPNT), and other social assistance initiatives, and to coordinate services across agencies.

DTKS includes data on household composition; income and assets; health and education indicators; location; and indicators of vulnerability such as poverty status, disability, elderly age, or caregiving needs. The data are collected from field surveys, administrative records, and local government inputs, and are updated periodically through a process called pemutakhiran. The data are compiled by the Ministry of Social Affairs’ Pusat Data dan Informasi (Pusdatin) in cooperation with provincial and district offices, with linkage to other ministries as needed.

The DTKS serves as the primary reference for policy design, budgeting, and the targeting of beneficiaries for social programs. Beneficiary families are identified by KPM codes and linked to program-specific cards or accounts, such as the Kartu Keluarga Sejahtera (KKS) and PKH eligibility, enabling program administrators to verify and disburse aid while avoiding duplication.

Limitations include data lags, incomplete coverage, and misclassification risks, which can affect funding allocation and service reach. Ongoing efforts focus on improving timeliness, accuracy, and granularity to reflect changes in households’ circumstances.
