DSCSA

DSCSA, or the Drug Supply Chain Security Act, was enacted in 2013 as part of the Drug Quality and Security Act in the United States. It establishes a national framework to track and trace prescription drugs through the distribution chain, with the aim of improving product quality, preventing counterfeit or adulterated drugs, and speeding recalls. The act applies to prescription drug products in commercial distribution and imposes duties on manufacturers, wholesalers, repackagers, and dispensers to help secure the supply chain.

Key provisions require the exchange of transaction data, including transaction information, history, and a transaction statement, with each transfer of ownership. Participants must maintain records for a minimum period (commonly six years) and are expected to verify the legitimacy and current status of products before shipment. DSCSA also promotes serialization and phased implementation of unit-level traceability and standardized data exchange, with an emphasis on interoperable electronic systems across the industry.

Implementation has been staged through guidance and regulatory rules issued by the U.S. Food and Drug Administration, with ongoing milestones and compliance deadlines. Noncompliance can trigger regulatory actions, including enforcement measures.

Impact of the DSCSA includes increased supply-chain transparency, improved recall effectiveness, and a reduced risk of counterfeit products entering the market. The FDA and industry groups continue to work toward a fully interoperable, electronic track-and-trace system nationwide.
