Control measures are often arranged in a hierarchy of effectiveness. Elimination or substitution removes the hazard entirely. Engineering controls reduce exposure without relying on people. Administrative controls modify work practices, training, and policies. Personal protective equipment provides a last line of defense when other measures are not sufficient.

The selection and design of control measures follow a risk assessment that considers hazard severity, exposure, feasibility, cost, and potential unintended consequences. Implementation typically involves planning, standard operating procedures, training, and capacity for maintenance and monitoring. Documentation and performance indicators help verify effectiveness.

Examples vary by sector. In industry, machine guarding and ventilation are engineering controls; in healthcare and labs, isolation procedures and safe handling protocols are administrative controls; PPE such as gloves, goggles, or respirators is used when exposure cannot be eliminated. In cybersecurity, controls include access management, network segmentation, encryption, monitoring, and incident response.

Effectiveness is evaluated through metrics such as incident rates, near misses, audits, and compliance checks. Over time, control measures may need updating to reflect new hazards, technology, or changing conditions. Common challenges include human factors, maintenance, cost, and false sense of security.
