CTBT Überwachung refers to the monitoring and verification activities undertaken to ensure compliance with the Comprehensive Nuclear-Test-Ban Treaty (CTBT). The CTBT prohibits all nuclear explosions by states, for whatever purpose. To verify adherence to this ban, an International Monitoring System (IMS) has been established.

The IMS utilizes a network of highly sensitive sensors deployed around the globe to detect any seismic, hydroacoustic, infrasound, or radionuclide signals that could indicate a nuclear explosion. Seismic stations detect ground vibrations, hydroacoustic stations monitor underwater sounds, infrasound stations listen for low-frequency atmospheric waves, and radionuclide stations sample the atmosphere for radioactive particles.

Data from these stations is transmitted to the International Data Centre (IDC) located in Vienna, Austria. The IDC analyzes this vast amount of data using sophisticated algorithms and scientific expertise to determine if any detected event is consistent with a nuclear explosion. If suspicious events are identified, the IDC prepares an On-Site Inspection (OSI) request.

An OSI is a potential follow-up measure, allowing for ground-based inspections within the territory of a suspecting state party to gather further evidence. The entire CTBT Überwachung framework is designed to provide a robust and transparent verification regime, deterring potential treaty violations and building confidence among states. The success of this monitoring system is crucial for the ultimate entry into force of the CTBT.
