Biurokratija
Biurokratija is a term coined by Russian novelist Mikhail Saltykov-Shchedrin in his 1888 novel Posrednik, to describe the bureaucratic system that pervades society. The term is derived from the Russian words "biuro-kraatija," meaning "office-ruling" or "office-state." Biurokratija refers to a system of governance in which power is concentrated in the hands of bureaucrats and clerks, often to the exclusion of other social groups.
