The concept of bureaucracy was extensively studied by sociologist Max Weber, who viewed it as the most rational and efficient form of social organization. Weber identified several ideal characteristics of bureaucracy, including a formal hierarchy, defined rules and regulations, impersonality in decision-making, and a career structure based on merit.
