Avinors

Avinor is a Norwegian state-owned company responsible for the operation and development of most of the country’s civil airports. It owns, operates, and maintains a broad network of public airports and provides air navigation services within Norwegian airspace. The company is headquartered in Oslo and is wholly owned by the Norwegian government, operating under the oversight of the Ministry of Transport and Communications.

Avinor was established in 2004 as part of a government reform to centralize the management of Norway’s aviation infrastructure. It oversees a network of airports across the country, including major international hubs such as Oslo Airport Gardermoen, Bergen Airport Flesland, Trondheim Airport Værnes, Stavanger Airport Sola, and Tromsø Langnes, along with numerous regional and local facilities.

In addition to airport operations, Avinor provides air traffic management services and works to ensure safety, security, and reliability of air travel. The organization pursues modernization of facilities and systems, capacity expansion to accommodate rising passenger numbers, and sustainability measures aimed at reducing environmental impact. Financing comes from airport charges, leases, and government funding, with profits reinvested into infrastructure and service improvements.

Avinor’s strategy focuses on improving efficiency through digitalization, expanding capacity to support growth in air travel, and implementing environmental initiatives such as energy-efficient equipment and noise mitigation around airports. As the primary provider of civil aviation infrastructure in Norway, Avinor plays a central role in domestic connectivity, international links, and regional development.
