Arbeidstijdenwetgeving is the legal framework that governs the duration and scheduling of work, rest periods, and related conditions to protect workers' health and safety. In the Netherlands, the main national instrument is the Arbeidstijdenwet (Working Hours Act, ATW). The ATW sets limits on working hours, required rest periods, and rules for night and shift work, including breaks and daily or weekly rest. It also allows for averaging hours over a period to accommodate overtime, within European Union limits derived from the Working Time Directive. Sector-specific regulations or collective labor agreements can impose stricter rules or exemptions.

Enforcement is carried out by the Labour Inspectorate (Inspectie SZW), which may audit compliance and impose

penalties.
Employers
must
keep
records
of
hours
and
ensure
appropriate
rest
and
compensation
as
defined
by
law
and
applicable
CAOs.
The
ATW
interacts
with
other
labor
and
health
regulations
and
contains
separate
provisions
for
young
workers
and
apprentices,
who
face
additional
restrictions.
