Analysbeslut

Analysbeslut is a formal decision by a public authority, council, or organization to initiate, commission, suspend, or prioritize an analysis of a policy issue, program, project, or problem. The term is used in Swedish public administration and policy contexts. The decision typically appears in a decision document or as part of a larger agenda package and specifies the purpose, scope, methods, responsible units, budget, and timeline for the analysis.

The purpose of an analysbeslut is to allocate resources and set expectations for analytical work. It determines whether an analysis is needed, which questions to address, and what methodology to use (for example, qualitative, quantitative, or mixed methods). It may specify whether external consultants will be engaged and when deliverables are due. The decision often includes criteria for evaluating the analysis and the actions that should follow from its results. The process usually involves stakeholder consultation and alignment with strategic goals and is subject to formal approval by a higher authority.

Relation to other concepts: an analysbeslut precedes the analytical work and ensures it supports policy choices. It can be followed by an analysuppdrag (analysis assignment), utredning (inquiry), or other analytic projects, culminating in a decision based on the analysis findings.

Examples: A ministry may issue an analysbeslut to commission a climate impact analysis of proposed regulations; a municipality may decide to analyze the cost-effectiveness of alternative service delivery models.
