Aktiivsetel is an electronic payment system developed in Estonia, designed to facilitate secure and convenient financial transactions. Introduced in 2004, it was one of the first digital payment solutions to gain widespread adoption in the country, enabling users to make purchases, pay bills, and transfer money online without the need for traditional bank cards or cash. The system operates through a mobile application or a web interface, allowing users to link their bank accounts and make payments using a virtual setel (Estonian for "settlement unit"), which functions similarly to a digital currency.

Aktiivsetel is managed by the Estonian Payment Institute (Eesti Maksuinstituut), a state-owned enterprise under the supervision of the Ministry of Finance. It is integrated with most Estonian banks, ensuring broad compatibility and accessibility. The platform supports various payment methods, including direct debits, credit transfers, and card payments, while also offering features like recurring payments, invoicing, and integration with e-commerce platforms. Security measures, such as two-factor authentication and encryption, help protect user data and transactions.

Beyond personal use, Aktiivsetel is widely utilized by businesses, government agencies, and public services.
