Üldplaneeringud, often translated as master plans or general plans, are the main long-term land-use planning documents at the municipal level in Estonia. They set the strategic framework for how land within the municipality should be used and organized over a multi-year horizon, guiding where housing, industry, services, transportation, and green spaces will be located, as well as where infrastructure such as roads, water and sewage, and energy networks should be developed. They also designate protection zones for valuable natural and cultural heritage and establish general building densities and heights in broad terms.

Content typically includes a land-use map, descriptions of zones, statements on infrastructure needs, environmental protection, and measures for sustainable development. The general plan forms the basis for more detailed planning (detailplaneeringud) and for development decisions by the municipality.

Process: üldplaneering preparation is led by the municipal planning authority and involves public consultation, information meetings, and opportunities for stakeholder input. If required, an environmental assessment or strategic environmental assessment is carried out. The plan is prepared with coordination at county and national levels where necessary and is approved by the municipal council. After adoption, it guides subsequent detailed plans, projects, and parcel-level development.

Legal basis: The planning act and related regulations establish the procedures for drafting, public participation, assessment, and adoption of üldplaneeringud in Estonia. They are binding for land-use decisions at the municipal level, though changes typically occur through the same planning process as new or revised general plans.
