Üldplaneeringu, commonly referred to as the general plan, is a long-term spatial planning document at the municipal level in Estonia. It defines strategic directions for land use, housing, transport, services, and environmental protection, and outlines the broad structure of development for typically a 10–20 year horizon. The plan serves as the framework within which more detailed planning is carried out.

The general plan describes land-use zones and the arrangement of major infrastructure. It identifies areas intended for residential, commercial, and industrial development, as well as zones for green spaces, nature protection, cultural heritage, and public utilities. It also marks major transport corridors, leisure areas, and the locations of essential services such as schools, healthcare, and utilities. The aim is to create coherent, sustainable development that balances competing needs and protects important natural and cultural assets.

Legal basis and process: the general plan is prepared under the Estonian Planning Act and related regulations by the municipal planning authority. Its preparation involves public consultation, impact assessments where required, and formal adoption by the municipal council. The general plan guides decisions on land use and development and serves as the basis for issuing or evaluating more detailed plans and building permits.

Relationship to other instruments: the general plan provides the overarching framework for detailed zoning and planning work. Detailed plans (detailplaneering) must conform to the general plan, and changes to the general plan may be needed to implement significant new developments or policy shifts.

Public access and updates: the general plan is a public document, typically available through the municipality’s channels, with opportunities for involvement during its preparation and revision. It is periodically reviewed and updated to reflect demographic changes, market conditions, and evolving policy priorities.
