Zorgverzekeraars are health insurance providers in the Netherlands. They are private entities that offer the mandatory basic health insurance package, as laid down in the Zorgverzekeringswet (Zvw), and they may also offer supplementary insurances for additional cover. All residents are required to have a basic policy, and insurers must accept applicants for this package.

In operation, zorgverzekeraars collect monthly premiums from insured individuals, process claims, and reimburse care providers for services covered by the basic package. They compete with each other on premium levels, service quality, and the range of additional benefits. The market is regulated to protect consumers and ensure access to care; supervision and regulation involve bodies such as the Netherlands Authority for Consumers and Markets (ACM) and the Dutch Healthcare Authority (NZa). A central mechanism called risk equalization redistributes funds between insurers to balance differences in the health risk profiles of insured populations, supporting fair competition. Insurers are required to provide clear information about coverage and costs and must comply with consumer protections.

The basic package covers essential medical care, including general practitioner care, hospital treatment, prescription medicines, maternity care, and certain preventive services. Financing for the basic package combines individual premiums with contributions from employers and government income-related support. Low-income households may receive zorgtoeslag, a government subsidy, to help pay premiums. In addition to the basic package, many insurers offer supplementary insurances that cover services not included in the basic package, such as additional dental care or alternative therapies.

Consumers can switch insurers annually, typically without losing access to needed care, enabling competition based on price, service, and added benefits.
