Valtionelimet refers to the various organs and institutions that constitute the state apparatus in Finland. These entities are responsible for carrying out the functions of the government and administering public affairs. The Finnish state structure is characterized by a separation of powers, with distinct branches of government performing legislative, executive, and judicial functions.

The legislative power is primarily vested in the Parliament of Finland (Eduskunta), which is a unicameral body responsible for enacting laws, approving the state budget, and overseeing the government. The executive power is exercised by the Government (Valtioneuvosto), headed by the Prime Minister. The Government consists of various ministries, each with specific responsibilities for different sectors of public administration. The President of Finland also holds significant executive powers, particularly in foreign policy and as commander-in-chief of the armed forces.

Judicial power is independent and exercised by the court system. This includes the Supreme Court (Korkein oikeus) and the Supreme Administrative Court (Korkein hallinto-oikeus) as the highest appellate courts, as well as lower courts at various levels. Numerous other state agencies, authorities, and institutions operate under the purview of the government and ministries, carrying out specialized tasks in areas such as education, healthcare, law enforcement, and environmental protection. The functioning of these valtionelimet is governed by the Constitution of Finland and other relevant legislation.
