Valitsusasutustega is the term used in Estonian to describe interactions with government institutions that implement public policy and deliver public services. In Estonia valitsusasutused include ministries (ministeeriumid), state agencies (riigi asutused) and regulatory authorities that operate within the executive branch and under laws approved by the parliament.

They perform policy development and implementation, regulation, service delivery, licensing and registration, inspections and enforcement, and data collection and reporting. The Estonian government supports extensive digital interaction: many services are available online through e-services, identity verification with digital ID, and X-Road, a secure data-exchange layer that lets different authorities and private partners share information efficiently and safely.

Accountability is maintained through parliamentary oversight, the work of the State Audit Office (Riigikontroll), and other watchdogs like the Chancellor of Justice. Agencies publish annual reports and strategic plans to ensure transparency and public accountability.

In the international context, valitsusasutused operate under Estonian administrative law and EU obligations, coordinating with European authorities and aligning with EU policy frameworks as needed.
