Vähemmistöhallitus is a Finnish term referring to a minority government. This type of government is one where the ruling coalition does not hold a majority of seats in parliament. Consequently, a minority government must seek support from parties outside the coalition to pass legislation. This often involves negotiation and compromise with opposition parties, making the legislative process more complex and potentially slower.

The formation of a vähemmistöhallitus can occur for several reasons. It might be due to a fragmented parliament where no single party or coalition can command a majority, or it could be a deliberate political strategy.
