Ulosottomenettelyä, often translated as enforcement proceedings or execution proceedings, refers to the legal process in Finland by which creditors can collect debts from debtors who have failed to pay voluntarily. This process is overseen by the Enforcement Authority (Ulosottolaitos). The primary goal of ulosottomenettelyä is to satisfy the claims of creditors by legally seizing and selling the debtor's assets or by garnishing their income.

The process typically begins when a creditor obtains an enforceable title, such as a court judgment, a payment order, or a tax assessment. This title serves as proof of the debt and allows the creditor to apply for enforcement. The Enforcement Authority then initiates the proceedings, often by contacting the debtor to inform them of the debt and the enforcement action.

Several methods can be employed during ulosottomenettelyä. These include distraint of movable property, such as vehicles or electronics, which can then be sold to cover the debt. Real estate can also be distrained and sold. Furthermore, wage garnishment, where a portion of the debtor's salary is directly paid to the creditor, is a common measure. Bank accounts can also be seized. The Enforcement Authority has the power to investigate the debtor's financial situation to identify assets that can be used for payment.

There are legal protections in place for debtors, ensuring that essential living expenses and certain protected assets are exempt from enforcement. The process is designed to be fair and to balance the rights of both creditors seeking repayment and debtors facing financial difficulties.
