When a person or entity owes money and does not voluntarily pay it back, creditors can initiate enforcement proceedings through the ulosotto system. The primary goal of ulosotto is to ensure that debts are collected efficiently and fairly, respecting the rights of both creditors and debtors.

The Finnish ulosotto system is managed by the Office of the Enforcement Officer (Ulosottolaitos). Enforcement officers have the authority to take various measures to collect debts. These can include wage garnishment, seizing and selling movable property such as vehicles, or even real estate. The process typically begins with a court order or a similar legally binding document that confirms the debt.

Before enforcement actions are taken, the debtor is usually notified and given an opportunity to pay the debt or make payment arrangements. If the debt remains unpaid, the enforcement officer can proceed with the seizure of assets. The law specifies limits on what can be seized to ensure the debtor maintains a basic standard of living. For instance, essential household items and a certain portion of income are generally protected from seizure.

The ulosotto system also handles maintenance payments and other court-ordered financial obligations. It plays a crucial role in maintaining financial order and ensuring that legal obligations are met. The process is designed to be transparent, and debtors have rights to appeal enforcement decisions if they believe they are unfounded or improperly executed.
