They also provide workshops and courses for skill development, training referrals, and, where applicable, subsidized employment opportunities or apprenticeship programs. In addition, advisers offer information about the labor market, rights and responsibilities, and available financial support or incentives for employers to hire job seekers.

Delivery and access: Tööotsinguteenused are available through public job centers, online portals, and phone or email support. They are designed to be inclusive for different groups, including youth, long-term unemployed, graduates, people with disabilities, and those transitioning between sectors. Estonia’s digital infrastructure enables many services to be accessed via e-services and the Töötukassa portal, facilitating remote or self-service options alongside personalized assistance when needed. The provision of these services is guided by national labor market policy and funded by government budgets and EU funds.
