It encompasses physical infrastructure such as roads, railways, ports, and airports; technical systems including vehicles and energy supply; regulatory and governance frameworks; and social factors like travel demand, land use, and cultural norms. The term is used in Dutch-language policy, planning, and research to analyze how transport affects and is affected by the environment.

The scope of transportmilieu includes environmental, economic, social, and technical dimensions. Common topics are emissions and air quality, climate impact, energy use, noise, safety, accessibility, and equity.
